GOLF COURSE COMMISSION MEETING

July 27, 2006

MINUTES

CALL TO ORDER: The City of Roseburg Golf Course Commission meeting was held in the 3rd Floor City Hall Conference Room on Thursday, July 27, 2006. Chair Rick Coen called the meeting to order at 12:10 p.m.

ROLL CALL: Present: Chair Rick Coen, Larry Oatney, Leila Heislein, John Dunn, and Ron Beach.

Absent: None.

Attending Staff: Parks & Recreation Program Planner Barbara Taylor, Golf Superintendent Mel Ganger, and Public Works Secretary Vicki Tower.

Others Present: Rex Price.

APPROVAL OF MINUTES: Beach moved to approve the minutes of the May 25, 2006, meeting. Oatney seconded the motion. Motion carried unanimously.

INFORMATIONAL ITEMS:

Driving Range Tee Shed:

Taylor informed that due to the amount of golf balls leaving the driving range and entering the adjacent park area, the City is looking at options to ensure the safety of the general public using the park while still providing an active driving range.

Taylor stated the City has contracted with Rex Price, Architect, to design a new Tee Shed at the Stewart Park Golf Course. Price presented an overview of the project and stated it is identified in the Stewart Park Master Plan.

The Commission expressed that they were displeased with staff’s decision to go ahead with the new Tee Shed without asking for their approval. They stated they had no knowledge of staff contracting with Rex Price to design the shed. Dunn said it seemed as if City staff is making decisions for the golf course and not the Golf Commission. Dunn asked why have a Commission?

Taylor said there has not been a definite decision made on this issue; staff is looking at options. Realignment of the Tee Shed is one of the options. She reported that Rexius’ recommendation is to do a ten degree realignment toward the pond.

Dunn stated he felt someone was going to be killed on Tee #8; it is a hazardous area for golf balls leaving the range. He said this area should also be studied.

Price further expounded on his plans and stated he felt it would help the image of the golf course to do the new shed.

Maintenance Report:

GOLF MAINTENANCE REPORT FOR MONTH OF MAY

 Fungicide applied to greens.

 Fertilizer applied to greens.

 Fertilized tees.

 Herbicide applied to tees.

 We used a mower from Parks Department so that we had 2 mowers cutting roughs.

 Started inmate weed eating tee marker posts and around trees.

 Had trees on #8 fairway sprayed for insects.

GOLF MAINTENANCE REPORT FOR MONTH OF JUNE

 Pine and Fir trees sprayed.

 Fairways, tees, and roughs sprayed with herbicide.

 Foot valve on river pump extended.

 Greens sprayed with fungicide and fertilized.

 Tees fertilized.

 Repaired leak on #9 fairway.

 Repaired sprinklers on #1, 6, 8, and 9 fairways.

 Repaired sprinklers on #4 and 6 greens.

 Seeded and fertilized #4 tee.

 Willow tree fell down on #4 rough.

 Seasonal employee quit, only two employees currently.

Monthly Golf Receipts:

Taylor reported the numbers have increased. She stated with the fee increase and a lot of sales of passes, the two months look good.

Cell Tower Update:

Taylor informed that the conditional use permit for the proposed monopine design cellular tower for the Stewart Park Golf Course was recently approved by the Roseburg Planning Commission. She stated the revenue received will go to the golf course.

Good of the Order:

Beach asked about the fence that is to be installed by the driving range. Taylor said they may want to look at the driving range plans first. Beach said if they do the fence at this time they may only have to move one or two posts when the Tee Shed is constructed. He said the damage is happening now after the concessionaire closes for the day. Taylor stated it is okay to proceed with the fence now.

Commissioners discussed the path by the driving range and questioned when that is to be removed. Coen informed they are planning to take care of that when they do the new drainage project at Stewart Park.

Beach suggested they open up all but the last four stalls of the driving range to use any size golf clubs. Coen stated he visited a course like that recently and thought that is something they should look into. He said that when the stalls were closer to the net this course used the irons and farther away they used other clubs.

Beach asked if a report had been received from RUSA. Coen stated a tentative report was received last week. He suggested the Commission ask Doug Zenor from RUSA to attend one of the Golf Commission meetings and give an update.

Heislein asked what is the target time for construction for drainage through the course. Taylor reported the final design is to be completed this fall and construction is about a year away.

Oatney suggested someone check with the concessionaire to see what the revenue losses are this year compared to last year. Taylor said Huffer is keeping track of this. She reported she is in the final stage of new concessionaire agreement.
